When the Wind Blows is about a girl named Max who has been geneticly enhanced and given wings. Frannie, a small Colorado town vet, is tangled up in plots that she herself doesn't even understand. She meets an FBI agent of the name Kit and together they seek out Max hoping to unlock the mystery behind the recent murders/deaths of important key doctors of genetics.~Patrick
